近日國家質(zhì)監(jiān)總局、國家標準委印發(fā)《企業(yè)產(chǎn)品和服務標準自我聲明公開和監(jiān)督制度建設工作方案》。建立了以國家質(zhì)監(jiān)總局局長支樹平為組長、陳鋼副局長和國家標準委田世宏主任為副組長的工作小組。
文件要求2015年完成頂層設計，2016年年1月到2016年12月，用一年的時間試點深化。2017年1月到2017年12月將全面實施企業(yè)產(chǎn)品和服務標準自我聲明公開和監(jiān)督制度。
原標準“備案”模式容易形成責任不清、管理不統(tǒng)一等現(xiàn)象。新的標準自我聲明制網(wǎng)上公開，方便了企業(yè),而且在效果上將增強了企業(yè)產(chǎn)品標準的實效性,保障了消費者知情權(quán),企業(yè)公平競爭，有利于市場活力的充分發(fā)揮，推動生產(chǎn)經(jīng)營者建立質(zhì)量、誠信自律機制。
目前部分試點城市，如：上海市、浙江省、福建省、山東省、重慶市、深圳市、成都市的企業(yè)產(chǎn)品標準自我公開聲明制度試點網(wǎng)上平臺已經(jīng)開通運行。
以上最先試點省市的電梯企業(yè)可以上網(wǎng)公開企業(yè)的產(chǎn)品、服務標準，讓消費者最先擁有產(chǎn)品知情權(quán)，用標準監(jiān)督企業(yè)產(chǎn)品，開啟新型標準對比、知情消費新模式。

　　Who Would Be The First To Make Self-Declaration Of Enterprise Standard?

　　As required by AQSIQ and National Standard Committee, self-declaration of product and service standard, along with supervision system, would be conducted nationwide in 2017.

　　The elevator enterprises, located in Shanghai, Zhejiang, Fujian, Shandong, Chongqing, Shenzhen and Chengdu, would be the first ones to expose their product and service standard on the internet, leaving the awareness of product to consumers first which starts a new mode of making clients informed and informed the new and old standards.
