豐儀家園小區(qū)新安裝的外掛式電梯(6月20日攝)。近期,北京市豐臺區(qū)盧溝橋鄉(xiāng)張儀村豐儀家園小區(qū)10棟低層老樓陸續(xù)安裝上了43部外掛式電梯,解決了老年人和行動(dòng)不便的居民出行難的問題。

　　記者20日從北京市質(zhì)監(jiān)局了解到,北京市啟動(dòng)6層以下老舊住宅試點(diǎn)加裝電梯,并將此列為2017年為民辦實(shí)事項(xiàng)目。質(zhì)監(jiān)部門開通審批“綠色通道”,并免收取監(jiān)督檢查費(fèi),盡快解決老年人上下樓不方便問題。

　　據(jù)北京市質(zhì)監(jiān)局特種設(shè)備處副處長陳輝介紹,北京市6層以下老舊住宅中有25萬個(gè)單元門沒有電梯,其中15萬個(gè)單元門具備加裝電梯的客觀條件。

　　住宅加裝電梯面臨的難度大。陳輝說,每個(gè)單元都要征得所有業(yè)主同意；電梯加裝費(fèi)用高,每戶需要出資幾萬元；施工難度大,相關(guān)管線需要改移。

　　據(jù)介紹,北京市質(zhì)監(jiān)部門開通“綠色通道”,簡化開工告知、檢驗(yàn)檢測、使用登記等手續(xù)；針對各個(gè)老舊住宅不同特點(diǎn),針對性提供技術(shù)解決方案；運(yùn)用物聯(lián)網(wǎng)和大數(shù)據(jù)技術(shù),在老舊住宅試點(diǎn)電梯“e救援”應(yīng)急服務(wù)平臺,提高電梯預(yù)警和應(yīng)急處置能力。

　　There are 250 thousand housing units of old buildings in Beijing with less than 6 stories, which are not equipped with elevators. And 150 thousand of them are proved to be available for elevator installation, according to the Special Equipment Safety Supervision Bureau of Administration of Quality Supervision, Inspection and Quarantine in Beijing.

　　Local authority has developed an easy access and simplified procedures such as notification of construction, inspection and testing and registration. Also the customized technical solutions are offered to old residential buildings with various characteristics. Moreover the IoT and big data are applied to the pilot buildings to establish the emergency service platform, strengthening the early-warning capability and emergency responses.
