4月29日，宋繼紅帶隊(duì)調(diào)研廣東省電梯使用安全“首負(fù)責(zé)任”試點(diǎn)工作。

廣東省質(zhì)監(jiān)局介紹了電梯使用安全“首負(fù)責(zé)任”試點(diǎn)情況，通過推行電梯使用安全首負(fù)責(zé)任，一是進(jìn)一步明晰電梯安全責(zé)任鏈條，明確了電梯使用管理單位是電梯使用安全管理的首負(fù)責(zé)任人，對電梯日常使用安全負(fù)責(zé)，履行法律法規(guī)規(guī)定的責(zé)任和義務(wù)；二是促進(jìn)電梯使用管理單位加強(qiáng)電梯的維護(hù)保養(yǎng)工作，選擇優(yōu)質(zhì)的維護(hù)保養(yǎng)單位并監(jiān)督其工作質(zhì)量，運(yùn)用市場手段推動各相關(guān)責(zé)任方自覺履行電梯使用安全義務(wù)，構(gòu)建電梯安全責(zé)任溯源體系；三是有利于完善社會救助機(jī)制，電梯事故或故障發(fā)生后，電梯使用管理單位及時采取應(yīng)急救援和救助措施，并先行墊付相關(guān)費(fèi)用，已投保責(zé)任險的可由保險機(jī)構(gòu)墊付，化解社會矛盾，同時促進(jìn)保險公司等社會組織成為電梯使用安全監(jiān)督的參與者，形成多元共治的良性局面。

宋繼紅表示，將按照總局領(lǐng)導(dǎo)要求和調(diào)研情況，盡快擬定下發(fā)指導(dǎo)意見，在全國推行電梯使用安全“首負(fù)責(zé)任”，促進(jìn)電梯安全水平的提高。
